Steps to Reproduce

1. Launch Storage Explorer -> Open 'Settings' -> 'Application -> Regional Settings'.
2. Select 'español' -> Restart Storage Explorer.
3. Expand one storage account -> Blob Containers.
4. Create a blob container -> Upload one blob -> Change its access tier to archive.
5. Right click the archived blob -> Click 'Change Access Tier...'.
6. Set the rehydration priority to 'High'.
7. Check whether all strings in the dialog are localized.

Expected Experience

All strings in the dialog are localized.

Actual Experience

The string 'Confirm rehydration with high priority' is not localized.
