Remove 32-bit Windows build infra

This issue is being created with the intention of being completed in 1.36, which should be about a year after the last 32-bit Windows version of Storage Explorer ships. With that passage of time, let's go ahead and remove our 32-bit Windows build infrastructure.

Remove:

  • Dependencies on 32-bit Windows ServiceHub packages
  • Downloading of 32-bit .NET installer
  • Constants for ServiceHub config stuff

Keep:

  • Uninstaller related code for removing 32-bit Storage Explorer
  • ElectronAppUpdater handling being on a 32-bit machine
