Testing done for public Azure in 1.30.0. Resume the work in 1.31.0.

We have shipped Azure China with the new app ID in 1.33.0. We will ship 1.34.0 with the new app ID for public Azure. Work for Azure US Government will be moved to 1.35.0 and later.
