Add indication to whether the browser is in Online/Offline mode (suggestion)

Enterprise grade applications (such as Outlook Web Access, GMail etc) need to allow some functionality even when the browser is Offline state.

It would be helpful to reflect in the telemetry when a certain operation on the browser side was triggered when the browser was in offline state.
