Easier Deployment when publishing to environment

Using the Action "Publish To Environment" requires a filter string for environment names. Normally I would like to publish to all environments with the new "ContinuousDeployment": false configuration.

Current option requres me to filter included environments. Not easy to do with multiple environments where some use CD and others not.
