Replace 22.3.2 with the latest graalvm version (23.0.0) in github workflows and graalvm docker images

In the meantime GraalVM switched to a new versioning scheme, and the year-based versioning has been replaced with JDK-based versions like GraalVM for JDK 17 and GraalVM for JDK 20.
