WIP : Add registry-timestream2 with AWS sdk 2.x

Hi guys,

This PR adds Timestream registry (https://docs.aws.amazon.com/timestream/latest/developerguide/what-is-timestream.html). I will add SDK v1 support later.

This is a work in progress but I will be grateful for comments :)

@lucdc I don't think so but we de-prioritized it. Please upvote the issue (👍🏼) to help us in prioritizing it.

👍 We need it for one of the use cases. Could you please prioritize? It would be great with JAVA SDK 1. x implementation.
