In the past yes, so one could still have unlocked devices. Also I think there are still unofficial ways to do it even if I can't recommend them.
There is also another possibility: do the procedure to switch the phone to HarmonyOS. Note that it is probably risky and I cannot help with this.
Other than those, I think nothing much can be done.
