Outputs seem to show up on streamer preset creation modal regardless of Show Inactive toggle

None of the outputs should not be in that picture as they are not active and show inactive is not toggled to true

This is due to the state being handled improperly during stream close, status is saved improperly and they're able to get passed a filter despite realistically being in a spot where they should be caught
