The streamer manual has been approved and is now hosted at https://www.amplipi.com/streamer-manual, this PR is not ready to merge until the other manuals are approved however

We're currently undergoing a spring cleaning of the AmpliPi project, while we undergo that process I'd ask this long-standing draft remains open

I've still got to get an expander manual out of this, but it is otherwise fairly done
