Add a manual

As easy and straight-forward as we'd like our product to be, we need to implement a manual. Additionally, certain compliances require us to have one.

This is actually already in progress in #615 , but is ill-represented as work we're accomplishing on our project board(s) right now.

@SteveMicroNova I'm gonna put this on the 0.3 milestone for now, but we might simply carry this forward to 0.4 if #615 doesn't land in short order.
