Add hardware specs

Add SPECIFICATION.md to hw/ with current hardware specs including audio, power, thermals, etc.

This is largely done by the manuals, if we ever get on this we'll want to scrape data off of them first and then see what's still needed for collection and probably update the manuals with that info as well as create that SPECS.md file
