[Bug] Cant enchant tools with vein mining

Observed behaviour

As mentioned in: https://github.com/mickelus/tetra/issues/362 Vein mining should be compatible with tetra 4.3.0

but as for version 1.19.2-5.3.1 this is no longer true:

Expected behaviour

I should be able to enchant my pickaxe with vein mining.

Is there any possibility to fix it again?

Steps to reproduce

Create new 1.1.9.2 forge package install tetra install vein mining try to enchant pickaxe with it
