Support for aquaculture

Feature description the ability to have neptunium from aquaculture be supported. the tools from the mod can be used underwater without the speed penalty and the weapons do more damage the bow fires arrows that travel underwater like normal arrows and the hoe also makes crops not need to be watered but that might be hard to implement. for stats, they have about a 60% increase in damage and the same speed as diamond

How it improves the player experience more unique effects for min-maxing and customization

Tetra synergies I believe you obtain neptunium from fishing or trading so it would give other ways of getting materials for your weapons.
