Is the modlist in the crashlog the smallest set required to reproduce this issue?
It would help a lot if I knew which modules the item has!
Due to how the cluster loot table is set up it seems like this will be difficult to fix for modular items. It requires the tool to have the `minecraft:cluster_max_harvestables`...

There's so much weird stuff going on in this feature request that I'm just gonna close it.
