Unable to move page

This is essentially the same as #99. I have a page at processes:updating_account_email that I want to move to processes:accounts:updating_account_email. When I start the move I get:

Error while updating the search index page is not in index

If I retry, I get

The page processes:updating_account_email is locked. Try again later.

That last error repeats if I continue to retry. If I skip, the progress bar moves about a third of the way complete and it gives me the locked error again. The only way to go on is to skip the entry. Ultimately, it either claims that the move is complete, or it just returns to the admin Move form page. Either way, nothing actually happens.

I don't have the searchindex plugin but I tried running bin/indexer.php and it didn't make any difference.
