unhelpful error message opening file program.asm

I do not know what, but something cannot open program.asm, but it's not telling me why.

Building sprite/program.asm...
INCLUDE_FILE: Error opening file "/cygdrive/c/Super/examples/sprite/program.asm".

I believe the wla-65816 binary is printing the error; if I put 'exit' into the script right below the call the error still happens; move it up one line it disappears. I can still cat the program_file within cygwin so idk why wla can't open it.
