Dock scrolls instead of shrinking icons

When items are added to the dock when there isn't enough space, the icons often start to scroll instead of shrinking to fit, even at large sizes where there should be plenty of smaller icon sizes available. The icons only shrink when another item is added.

I'm seeing this on Fedora Workstation 39 and Gnome 45 on a Wayland session.
