You can't also click on the options and cannot be dismissed.

I had this issue when I was using the triplebuffer patch @ https://copr.fedorainfracloud.org/coprs/calcastor/gnome-patched/ with Fedora 38. After uninstalling the patched version of Mutter and GNOME Shell, it seems to work fine again.

Are you using the patched version? If so, try without. If not, then it's coincidental.

That's almost certainly unrelated because triple buffering has no influence on the content of the screen, only when it updates.

More realistically it's just an intermittent bug. We've only received 6 reports of it in 2 years.

It can be consistently reproduced on GNOME 45 alpha, e.g. Arch Linux with fcgu repo.
