Regression in structuring citations in Hebrew for APA 6th and 7th

Describe the bug: Citations of APA related styles are displayed in Hebrew with extra spaces between authors' names/ within the version 3.0.0-alpha.2. Which version of citeproc-java are you using? 1.0.1 Expected behavior No extra spaces are expected between authors' names in APA style citations: בת מרים, קרטון-בלום, רות, & וייסבלאי, גיל (2019). אהבה רחוקה הקיבוץ המאוחד

Actual behavior: Once running citation in Hebrew, authors' names are separated by extra ampersands + last author's initial is missing, such as : , &., קרטון-בלום, &., & וייסבלאי, &. (2019). אהבה רחוקה הקיבוץ המאוחד.

Hi We'd like to know when this issue is planned to be fixed and if additional information is required. This iissue is a blocker us for upgrading to the version 3.0.x
