Added a field to hide bills

Some bills (C-76 and C-91) look like ghost bills that should be hidden from users.

Hm - in this particular case (C-76 and C-91), they just look like flat-out errors -- the original speeches were referring to bills in different sessions, I think. (There are LegisInfo IDs for both of them, so it looks like these were coding errors on Parliament's side, since those IDs now 404 on LegisInfo.) So I'd just delete those two bills rather than flagging them specially.

I can see there being a use case for a display field -- bills which are real but confusing/irrelevant like C-1, for example. But for bills which never existed in the first place, I think I'd rather delete them.

What about some hypothetical bills that for a reason or another you'd want to not display in the user-facing list, but have all sorts of dependencies like other database records and links to them in statements? The idea was to selectively choose what to display, without breaking other stuff and in a way that the deleted thing would not come back through a scraper and show up again.
