New overlay to handle large emote events

Currently when chat messages include emotes we let the emotes randomly dance around the screen. I definitely want to change that. But as an extension, certain commands like !hype will be showing many hype emotes.

Let's find a better (more fun) way to show these (if we want to).

I definitely like the ability to send a command to do something like a hype waterfall or something even if we don't necessarily drop/move/show all the emotes from normal chat.
