Support for PEP 396 version numbers

PEP 8 and, to a far greater degree, PEP 396 
(http://www.python.org/dev/peps/pep-0396/) describe how Python modules should 
support version numbers.

mp3play does not support this convention.

This makes it more difficult to write tools to ensure the tool is installed and 
correctly versioned.
