How are the minimum time interval and maximum key words I can set?

I think the maximum keywords are controlled by Twitter, so you'd need to check their documentation. What time interval are you referring to? If you mean the time interval for the program to check for new tracking terms, that is explained in the README. There is no time interval for receiving tweets -- they are streamed constantly.
