Feature Request: Add a 'Scroll Off' Option

It would be nice to have a feature where the page scrolls when the cursor reaches the 4th top/bottom stories. Something similar to the vim option:

set scrolloff=4

Doing this in RTV is a little more complicated than vim because the cursor doesn't move "line by line", it moves "submission by submission", where the submissions themselves are a variable number of lines each. I think that it could still be done, but would require some careful thought about the scrolling behavior.
