[Bug] Additional welcome messages

Describe the bug If a user doesn't have a great connection or leaves the tab, they can cause the bot's welcome message to be resent. A possible solution is: if a user who connects is already in the online users list, don't send the welcome message.

Expected behavior The welcome messages shouldn't be repeated.

So I've worked on this multiple times with no success - @AmazingMech2418 could you take a look at this? It's quite annoying 😥

@micahlt I think it's a Heroku thing. Last I remember, it didn't do the same thing on the Repl.it version.
