[ic-typography / Safari]: See more/see less button focus state has no visible change

Summary of the bug

There's no visual indication that the typography component's "See more / see less" button has focus or has been hovered on.

This may be related to the work done to fix the focus and hover states on ic-footer-link and other link components

Visit the guidance site and navigate to the "Truncation" example on the "Typography" component page

Hover on the "See more / see less" button or tab to the button See that there's no visual indication that the button has focus or has been hovered on
