Underline on slotted links disappears when focused in Safari

Summary of the bug

When you tab to or hover on a link in Safari which uses a slotted link, the underline disappears.

🪜 How to reproduce

  1. Go to the With React Router story for the link component on Safari.
  2. Hover on or tab through the links.
  3. See that the underline disappears rather than expanding.

🧐 Expected behaviour

The line underneath the links should expand like they do in Chrome.
