[ic-toggle-button]: Icon shrinks when text wraps

Summary of the bug

When the text in <ic-toggle-button> has wrapped and the placement of an icon is set to either 'left' or 'right', the icon shrinks. The issue seems to come from these CSS variables: --icon-width: 100%, --icon-height: 100%

🧐 Expected behaviour

The icon size should remain 24px x 24px regardless of whether text has wrapped or not
