Homepage design (desktop)

Designing a new homepage for ICDS that exemplifies how we use the design system effectively.

Waiting to refine this with @GCHQ-Designer-777, are we also going to need a ticket to allow a custom colour or a new variant to Hero? Do we also need to be able to implement the design/dev pages, as this homepage links to that? Could we get a mobile design of the homepage?
