Consider removal of footnotes in guidance pages

Summary

  • Some references in footnotes are out of date (broken links)
  • Some footnotes do not correspond to the correct reference in guidance
  • Research shows footnotes should not be used in web writing and links should be used

Consider replacing all footnote references with in text links.
