Padding increase on headings when permalink wraps to new line

Summary of the bug

When there is not enough width in the viewport to display long headings the permalink wraps to a new line. This makes the padding look overly large.

Decide if this is ok and the correct behaviour.

One solution would be restricting the number of characters for some of the longer headings.
