Website: Scrolling function of left hand nav not working properly

Summary of the bug

You cannot scroll to the bottom of the left hand nav using the current scroll bar. You have to scroll on the actual page of the website to navigate to the bottom

🧐 Expected behaviour

The user should be able to scroll to the bottom of the left hand nav without needing to scroll down the actual website first.
