Hide anchor nav on pages with only one anchor link

Summary

On pages where there is only one anchor link present, such as links content style, the user is never going to utilise the anchor nav since it has already selected the item they are on.

Potentially hiding the anchor nav when the amount of links is one or less, to prevent the user from trying to click the nav and not have anything happen.

Would help de-clutter the page, especially on mobile view, so the user can get straight to the content they need.

Given a page has only one anchor link When navigating to the page Then the anchor nav should not be present

Given a page has more than one anchor link When navigating to the page Then the anchor nav should be present and focused on the first heading
