Example of mega-menu with headings and columns in groups

Why do we need it?

The example screenshot at https://design.sis.gov.uk/components/top-navigation#interaction-behaviour shows the top navigation used with grouped links, and within those groups the links are arranged in columns with headings. All the example code however only has one column of links in each group, with no headings.

It's possible that the screenshot is misleading and the components for this were never developed, in which case the issue is the screenshot needs replaced, but I hope not because I'd really like to have columns with headings.
