Internal issue 2824 - Anchor links do not take into account sticky headings when scrolling page

Navigating to [the following page/anchor|https://design.sis.gov.uk/components/button#primary-buttons] (amongst others, I imagine) on your site does not quite take you to the expected place - the desired section is often covered by the sticky page heading (see attachment). Ideally this would be taken into account, such that the anchor heading in question is visible immediately beneath the sticky page heading when navigating.

may be just the sub-headings that are not in the anchor nav

See if within code, check for #link at end of url and then set scroll offset (like we do for when someone clicks on the table of contents)
