Inconsistent keyboard navigation on site

A question was raised around the inconsistent behaviour of tabs on the site.

The tabs component (in blue in image above) uses arrow keys for navigation. There are reasons for this as documented in the guidance on the site. The tabs in the page header (in red above), are not really tabs (they are navigation items) and use the tab key to navigate. Changing this may not be ideal as would probably not want to change the behaviour for navigation items in general (eg when used on top navigation\side navigation)

This ticket has been raised to discuss what should be done to make the site and/or components more consistent.
