Add tosc_matchAddress

This adds the matching that has been missing on your list :)

tosc_matchAddress <<<< matching an incoming tosc_message *o with a pattern or a name to a user provided name (no pattern here obviously)

I briefly tested it, feel free to in depth test it. It was developed some years ago for another project that didnt get finished, so decided to rework & refactor it and add it here, cause it best fits with the philosophy of mine :) good job btw..

I use it currently on my ESP32 project, hence the helping commit for IDF 5.1.1

the glue code is probably not what you want, feel free to change of corse.. I'd love to hear feedback from you
