Jobs don't survive a service restart

Jobs and their meta data should persist a service restart. This can create edge problems like:

1. Submit an upgrade cafe job (which will restart)
2. Submit an upgrade chef job
3. Service restarts
4. Upgrade chef job is lost

On top of that there is no way to get over-time data on how things have ran in the past with cafe. All runtime data is in memory.
