Provide way to upgrade cafe.Updater

The cafe.Updater should be updated by cafe:

cafe updater download: 0.8.0

Should stage the zip file locally

Then I should be able to run:

cafe updater install: 0.8.0

Which should stop the cafe updater service, copy the updater subdirectory of the zip file into the updater folder, then start the service.
