adodbapi: Remove references to outdated `mxDateTime`

Split off from https://github.com/mhammond/pywin32/pull/1990 to make it easier to review in isolation.

Remove obsoleted code and references to mxDateTime, which does not support any recent enough python version. Update time tests accordingly.

Visual exam looks good.

Microsoft has removed my freebe Sql Server from Azure, so we can't do an extensive adodbapi test that way. Is there any information I may have missed about getting a database server accessable from CI?
