Update to subscriptions / elm 0.17

Are there any plans to port this to elm 0.17 using subscriptions? That would be great!

Unfortunately, Evan revoked my whitelist access so I wouldn't be able to publish to elm-package. That's discouraged me from updating this library. If there's tremendous interest in a bootleg package, I can investigate (but I have some other Elm stuff higher on my todo list).

Socketio is different from websockets. So I think there is a place for elm-socketio. I guess we could leave this ticket open and see if there is any demand.
