the annotations in the pdf cannot be extracted

pdf link: http://static.cninfo.com.cn/finalpage/2023-05-25/1216918298.PDF If I annot the pdf which has 246 pages, Extracting annotations failed.(other pdfs with 200+ pages succeed.) However, if I extract some pages from the pdf and annot the pdf which only has 3 pages, extracting annotations succeeds.
