I have the same problem with a single user, I haven't identified the solution yet, but the problem came when the user installed another application to manage the camera.

Do you have a problem just with single user or at all you can not capture ot upload image

there might be some application constantly making requests to camera in background. try restarting your device and open the webview to test for once if it is able to open the camera.
