You need to make sure the SSD is formatted as a "MacOs Journaled with GUID partition map" BEFORE you run the BS installer. Again... you load the Big Sur distribution,...
The SSD has to be MacOS Journaled ... that's the middle selection ... and then GUID Partition Map. The installation of Big Sur converts it to APFS along the way...
