Controller only issue - Sonic Rush - Cannot hold inputs WHILE window is selected

This is a weird one. Keyboard Inputs work fine.

But, if the Window is selected, my controller inputs cannot be held, resulting in the inability to do full hops.

If I select another window, my controller works properly. I have a feeling having both keyboard + controller configured is having issues.
