Remove legacy code after TypeScript version is stable in production.

• [ ] Wait 2+ weeks after cutover for burn-in period
• [ ] Verify no rollbacks needed
• [ ] Remove index.js
• [ ] Remove start:legacy script from package.json
• [ ] Update README and documentation
• [ ] Remove any deprecated utilities

• README.md (update instructions)

Dependencies
