Able to sign into Parent directory but not repository

I set up the backend with all tests passed, created user and password, created a repository and granted read/write permissions to that user. I tried both directly assigning the user and also assigning a group with that user. I am able to sign into the parent path and see the "Collection of Repositories", but trying to sign into the repository I get: "Forbidden / You don't have permission to access /svn/repository/ on this server/".

I would appreciate any help, I've spent a couple evenings searching and trying things and I'm out of ideas.
