How to reassemble IP packets and extract the meaning data

First of all, a great project using this I can able to sniff data from my other host devices connected to the same LAN router. But after sniffing those packets from my device how to reassemble them and extract the meaningful data?

For example one of my device sending a video file to another device and from another device I am sniffing it. How to store the exact video file onto my device after sniffing it?

I have tried a few examples (Stream_Dump, Defragmenter) but nothing is satisfying this requirement?

One more question, I just checked the status of the packets I received through sniffing, all of the packets showing NOT_FRAGMENTED. Can anyone please tell me why?
