[Suggestion]: Option to not reflow from toast notifications

Toasts make the entire index shift over to the left when they popup, rather than down, which can get a bit annoying. Would be nice to be able to disable this behavior entirely and get the old overlap instead

On a modpack with lots of FTB quests, instead of being pushed down, the toasts can grow enough to shift the index to the left instead, imitated here by Mekanism popup.

...oh I wonder if it's caused by the index being full height? Nope, does get pushed down, not sideways, if there's just one popup, on the modpack

Reproduction on a clean instance with just JEI and Mekanism (2 images), and a heavy mod pack (1 img)

Plus noticed another odd behavior (when making a new world/instance and punching a tree, and opening inventory just as the block drops in

Overlapping despite trying to avoid it
